习近平总书记指出：“社区是基层基础。只有基础坚固，国家大厦才能稳固。”近日，有媒体来到杭州市西兴街道缤纷社区，点赞西兴完整社区建设经验。
所谓完整社区，就是从幼儿园、社区、医院、老年服务站到菜店、食堂、理发店等等，居民日常生活所需的服务设施场所齐备完整的社区。2022年10月，住房和城乡建设部办公厅、民政部办公厅印发《关于开展完整社区建设试点工作的通知》，要求进一步健全完善城市社区服务功能。浙江省一以贯之坚持“民呼我为”思想，把人民群众的呼声作为工作的出发点和落脚点，从“硬件”和“软件”两个方面推进完整社区建设。目前，杭州市制定了完整社区建设三年行动计划，明确了每年的创建目标。到2025年底，杭州市计划累计创建完整社区约500个，覆盖40%左右的城镇社区。
坚持“民呼我为”，建好完整社区，是对以人民为中心发展思想的生动诠释。2018年，习近平总书记在上海考察时表示，“社区是党委和政府联系群众、服务群众的神经末梢，要及时感知社区居民的操心事、烦心事、揪心事，一件一件加以解决”。完整社区建设应聚焦群众急难愁盼问题，依托公共服务精准供给，满足差异化民生诉求，既要加快构建数据驱动型的公共服务供给新形态，促进公共服务供给由“被动受理”向“前置推送”转变，实现对差异化民生需求的提前感知、提前研判、提前服务，分类施策、精准回应，又要依托群众路线、借助党群力量和网格队伍，解决算法无法有效捕捉的“微小”难题，推动公共服务应用场景创新，实现民生保障效率与公平的有机统一。
坚持“民呼我为”，建好完整社区，是建设人人有责、人人尽责、人人享有的社会治理共同体的重要基础。一方面，完整社区建设应统筹兼顾基层党组织建设与社区营造，既要全面加强党在社区治理体系中的集中统一领导，将党的政治优势、组织优势与社区高质量发展、高效能治理深度融合，形成社区建设效能，也要深化“党建+社区治理”运行机制，拓展“双报到”制度，推动社区党员“社工化”，切实增强党员志愿服务的专业性。另一方面，基层社区事务大多很繁杂，单靠政府是干不了、也干不好的，必须充分发挥社会各方面作用，激发全社会活力，群众的事同群众商量，大家的事人人参与。完整社区建设要尊重人民首创精神，用更加专业化、标准化、精细化的公共服务，将处于原子化状态的居民组织起来，激发他们的主体精神与责任意识，同时要提高社会组织服务质量、发挥社会工作站专业平台作用、提升社区基金慈善效益，最大限度激励多元主体持续参与共建共治共享。
坚持“民呼我为”，建好完整社区，是树牢正确政绩观的集中体现。一方面，共产党人必须牢记，为民造福是最大政绩。完整社区建设应尊重群众需求，发扬好调查研究优良作风，善于多听多看多思多问，及时洞察基层社会中的“民情”变化，捕捉“默会知识”，真正知晓群众日常生活、地方文化习俗和地区差异，坚决不做那些只“作秀”不“做事”的表面文章、重“面子”不重“里子”的形象工程、“造势”不“造福”的虚假政绩。另一方面，对长期任务，要保持战略定力和耐心，坚持一张蓝图绘到底，滴水穿石，久久为功。完整社区建设不能停留在对考核指标的追求上，更不能盲目将其他地方的经验与亮点做法直接“移植”过来，而是要深刻理解社区建设的客观规律，并掌握好利用好规律，杜绝装样子、搞花架子、盲目铺摊子。更重要的是，要强化系统思维和战略谋划，以谋全局的站位来谋一域，自觉将每一项具体的社区建设工作都放在国家发展大局中通盘考虑，正确处理好短期利益与长期利益、局部利益与全局利益、个人利益与集体利益之间的关系。
天下大事必作于细。社区虽小，但连着千家万户，我国国家治理体系的一个优势就是把城乡社区基础筑牢。走好中国式现代化道路，必须把社区建设成为居民最放心、最安心的港湾，成为人民群众的幸福家园，成为各族群众守望相助的大家庭。
